You are not getting fines for using DRL, you are getting fines for not using at least low beams (there is no fine for high beam use). What made the whole thing a little bit sobering, is that I turned on FPS display and finally noticed directly the large impact of headlights on FPS: It was dawn, so had to turn on headlights => w/o headlights: 65-75 FPS => with headlights on: 45/50-65 FPS, even on plain highway.

There is absolutelly no downside (at least in game) to keep the lowbeams on all all times. Do this, and you'll never have to worry about any headlight offenses. Of course, switch to highbeams when you can't see a damn thing outside, but turn it off when on country roads and with traffic approaching you. #4.

The issue is that the URLs for the radio stations I wanted changed, and the game doesn't know what the new URL streams are; when you click "Update From Internet" or whatever, it just pings the dead stream, which is why there's no sound coming from those stations.
