There is absolutelly no downside (at least in game) to keep the lowbeams on all all times. Do this, and you'll never have to worry about any headlight offenses. Of course, switch to highbeams when you can't see a damn thing outside, but turn it off when on country roads and with traffic approaching you. #4.
Yeah! Thanks for reaching out; not only did I fix the problem, I even improved on it! The issue is that the URLs for the radio stations I wanted changed, and the game doesn't know what the new URL streams are; when you click "Update From Internet" or whatever, it just pings the dead stream, which is why there's no sound coming from those stations.

Just run with your low beams on at all times and you will avoid all lighting fines in game, disregarding all nuances of how it works. In my state IRL headlights are required around dusk-dawn, and in any weather that requires using your windshield wipers. This is common, but not how ATS works. #8.
There are arrows on the seat-adjust icon, because the seats can be adjusted from the F4 popup: up, down, forward, and back.
